EBRD backs Victoriabank to provide more credit for Moldovan businesses Victoriabank is the third largest commercial bank in Moldova. It is majority owned by VB Investment Holding B.V., the Netherlands, which is in turn owned by Banca Transilvania, Romania, and the EBRD.
